I can't change the settings on the flash unit to manual and I can't find a way to alter the flash power. I am using Hahnel triggers and my camera is a 7D Mk2 set to manual, f8 and 1/200sec and a remote shutter release. All works OK and the flash fires, just unable to set the flash power.. Can you advise me please

You should be able to manually dial in the power and other settings putting the flash in manual mode. (page 34 in that flash's manual)
I can't speak to the triggers you own since have no experience with them but there may be a compatibility issue there to do some web searching on where the flash will default to full power. Does the trigger you have say it supports TTL?
