I have a CP100 printer from approx 1999. I tried plugging it in to my much newer 450D but no print menu comes up. Has anyone managed to get this combination to communicate?

I'm assuming you don't see the Pict bridge image from your user manual?
Also I believe PictBridge was a technology released in 2003 and i think the printer you have was from the late 90's.

Correct. No PictBridge menu comes up. I originally used the CP100 with a Canon IXUS 330. I bought them both in 2002. As the connector in the 450D is the same I had hoped that it would work.

when I try to send an image to print but the printer can't print, what's wrong with the printer or the process of sending images from the camera?

There are multiple printers and multiple process out there, you will have to be rather specific on what steps your performing with what devices to answer that question. You camera may not be connecting to the network properly, you printer might not be connected properly, and possibly the printer doesn't allow this feature.
